Buzzzzzing low E

[97 MIM]

Help! I can't stop my low E from buzzing.

Guitar -> '97 Made in Mexico (note name...) Stratocaster that at one time sounded oh so sweet.

The string buzzes in any fret and buzzes when plucked open after about 2 and a half seconds of buzz free resonance. I've played with the truss rod from a dead flat neck to relief where there is no tension of the truss rod, i've lowered the bridge all the way from bottoming out to topping out and I can't get it to stop buzzing. The neck is on correctly. The strings are new Super Slinkies.

The buzzing starts at the first fret but gets much more profound (and sickening) as I make my way to the 20th fret (21st sounds great, so that errs me away from vibration in the bridge)

I've set it to about 3/32 action over the 11th fret and .010 inch of relief. The bridge is firmly attached and I'm stumped!
