    when a manual describes a tone control as cut or boost ...

    does that mean at 12:00 (or 5 on the dial) is neutral? Then turning to the left cuts and turning to the right boosts?

    Generally, that's how it should work. 12:00 should be flat response, and turning CCW should cut the frequency, while turning CW should boost the frequency.
    I only have two brain cells left, and I'm saving them for the WEEKEND!

    It sometimes refers to how the tone circuit is designed. Tone controls are generally filters and can be high bypass or low bypass.
