New Princeton Reverb handwired build tremolo (vibrato) pulsing at idle

Finished my Princeton Reverb handwired build and the amp sounds great. Both Vibrato and Reverb sound excellent. However, the tremolo or vibrato stays on and pulses at idle, when not playing. It goes with the Trem speed and gets louder with the volume turning up. Pulses with or without the footswitch. Only stops with the intensity pot turned off. The build is a copy of Rob Robinette's AA1164 with all the mods.
All the voltages are in line and the bias is set at 22.5mA. Tubes are all new.
I have tried other forums and they don't have any fixes.
    Anyone have any ideas?

How about your lead dress -- have you tried gently moving the wires into and around V4?
