Hot Rod Deluxe sounds bad. No sound thru power amp in

New to this forum and hope you can offer some help. I'm experienced mostly with working on vintage 70s solid state audio receivers.
Marantz, Sansui etc but I have worked on a few tube amps b4 so I'm familiar with safety when working inside. I always discharge the caps.
Now to the problem, problems? When guitar is plugged into input 1 or 2 there is sound but very low and muffled. Plugging into the power amp in
jack does nothing. No sound at all. I've read all the issues common with this amp and plan on addressing them like the input jacks, cement resistors etc
but I'd like to locate the problem without just shotgunning the amp. I think I found the main problem though. C35 looks leaky to me. It even dripped onto the pcb.
It's a dried white looking material

    Any thoughts would be appreciated

Where is cap C35 located and what is its function?

It's just above the biasing resistor R82.
