Windows MIDI for free

A client and frind is getting into MIDI on Windows, having purchased a digital piano/synth thing for his home. He asked me about software... I'm a Mac user and know nothing.

You guys who do this: what free or cheap-as-free software would you recommend to run on a Windows laptop?

By which of course he means LEGALLY free. (Sometimes folks get ahead of themselves trying to be helpful).

Yes, legally free... he does mean so. He'd buy shareware or even something like Cakewalk if that was coolest.

That site I linked to has a bunch of shareware and (legal) freeware stuff for Mac & Winderz, some of which isn't half bad.
