I'm pretty sure custom color doesn't impact the price. It does on the originals, since most of them were sunburst.
Gold hardware might add a bit to the value.

The guy said he got it for $2345 and wants to sell it for $2450. But he has a reputation for selling things for extreamely high prices. What do you think I should offer him?

Actually gold was not a common color in the Cunettos so I think it may fetch a little more than the standard Mary Kaye blonde. I have an Olympic White one which was a custom order that I won't part with. It's that good of a guitar. I think the last couple of Mary Kaye Cunettos I've seen were going for about $2200.
I have never seen a gold relic, it could possibly be a one off. Check the back of the headstock to see if it is stamped, and insist to see the body with the pickguard off. It should be stamped right into the wood with the word relic.
As far as prices are concerned, be prepared to pay at least 2k.
Am I the only one who's tired of the term "ripped off"? If you WANT it, and YOU make the choice to BUY it, are you REALLY getting ripped off? Supply and demand is the "key". I'd be most concerned about weight, and whether the neck is HUGE and "round-ish" (not all that common on a real '56-late '57 Strat). If it's "right", and has all the "goodies", going price is 2000.00 - 2300.00 it seems. Personally, I feel that era is often less "accurate". Meaning- Many earlier examples don't have an authentic "feel" compared to many newer Relic's.
Sell me that guitar!
