Can anyone identify this nut? Someone added it to a late 70's Fender Stratocaster neck. Where would I get the missing pieces for it?

Looks like a typical Floyd locking nut. You could take it to a hardware store to verify the size/ thread / pitch...

Hopefully its got a Floyd installed to go with the nut.
